Parameters

currentChannelTXRate	Current channel Tx rate (in bps)
currentChannelRXRate	Current channel Rx rate (in bps)
maxChannelTXRate	Maximum Tx rate (bps) that may be assigned to device by serving system.
maxChannelRXRate	Maximum Rx rate (bps) that may be assigned to device by serving system.
