Parameters

TlvPresent	value is 1 if this TLV is present in indication, otherwise 0
VoltStat	Voltage state 0 – unknown 1 – normal 2 – low (warning) 3 – low (critical) 4 – high (critical)
Voltage	Voltage in mV
