Parameters

pEnableState	PSM Enable State Values 0 - PSM is not enabled 1 - PSM is enabled
pActiveTimer	Active Timer PSM active timer value (in seconds).
pPeriodicUpdateTimer	Periodic Update Timer PSM periodic update timer value (in seconds).
